Percy Ward Neblett was born on March 26^th, 1912 in Navasota, 德州, where also he grew up and attended school.  He received a Bachelor of Arts Degree in English from Wiley College in Marshall, 德州 and a Masters Degree in Mid-Management Administration from the University of Colorado.  He also attended the Tuskegee Institute in Tuskegee, Alabama.   

Mr. Neblett dedicated himself to a life-long career in public education.  He began his teaching career in Navasota.  In 1943, he accepted the position as principal for the renowned Fred Douglass School in Sherman, 德州.  As Principal, Mr. Neblett was interested in the whole child as a student.  Under Mr. Neblett’s direction, the Douglass school was known for great academic programs as well as superb extra-curricular programs.  During his tenure, the Douglass School received many academic awards in academic competitions and state championships in various sports.  In 1967, he became an assistant principal for Sherman High School; then in 1968, he became the assistant principal for Dillingham Junior High School.  Mr. Neblett always wanted students to know that he cared, and students always gravitated to him for guidance and encouragement.  He retired from public education in 1977.  After his retirement, he still served the schools as a school board member from 1978 until 1985.
